Answer - BORROWERS; LENDERS
Deflation will hurt the borrowers and it will help the lenders.
In the periods of deflation, the value of money increases. Due to this the borrowers will borrow less and pay more to the lenders. It increases the rate of interest that the borrower has to pay.
Therefore, deflation hurts the borrowers and helps the lenders.
