MnSO4 + H2O \rightarrow Mn(OH)2 + H2SO4

MnSO4 is a salt of strong acid and weak base. Solubility sulphuric acid in water is more than manganese hydroxide. Hence concentration of Hydronium ion will be more than hydroxide ion. As a result Manganese sulphate in water it will act as a acidic salt.

RbNO3 in water dissociates into strong base Rb(OH)2 and strong acid HNO3. Therefore its aquoeus solution is neutral.

NaHCO3 is acidic in water, it disociates into Na2CO3 and Hydronium ion.

NaHCO3 + H2O \rightarrowNa2CO3 + H3O+

NH4OOCCH3 is salt of weak base NH4OH and weak acid

CH3COOH.

In water the concentration of hydronium ion and hyfroxide ion will be nearly equal. Hence the salt is neutral in water.
