Can someone explain to me why when using random table D with certain problems you are including 00 but with other problems you start with 01 and dont include 00?

We begin by labeling items in the population with a number. For consistency, these numbers should consist of the same number of digits. So if we have 100 items in our population, we can use the numerical labels 01, 02, 03,.. ., 98, 99, 00. Here we are including 00.

If we have less than 100 items in our population, for example 75 then we can use the numerical labels 01, 02, 03, …., 74,75.

Here we are not including 00.

Similary if we have 1000 items in our population, we can use the numerical labels 001, 002, 003,.. ., 998, 999, 000. Here we are including 000.
